Abstract
In August 1983, the Coastal Commission approved a permit for construction of the Buhne Point shoreline protection project at King Salmon on Humboldt Bay. The project, as permitted, included construction of a 1,200 foot sheet pile and wood lagging groin, armored with rock rubble, dredging of 600,000 cubic yards of sand from a borrow site adjacent to the east side of the North Bay channel and placement of this sand for beach restoration within a 24 acre area north of the groin and west of Buhne Drive, revegetation of the restored beach, and reconstruction of Buhne Drive, including undergrounding of existing utilities and signing for public access. The complete permit is attached as Exhibit 1.
Construction of the project began in October 1983. The 1,200 foot groin at the project's southern boundary has been completed. Dredging and beach replenishment operations were delayed due to unanticipated wave conditions at the borrow site. Because this delay threatened to cause substantial damage to Buhne Drive and the newly constructed groin, an emergency permit was approved to modify the borrow site, dredging, and beach restoration program in February 1984. The present amendment is, in part, a followup to this emergency permit action.
