Abstract
This document contains the Coastal Permit Staff Report and Preliminary Recommendations for Humboldt County Department of Public Works’ Buhne Drive Shoreline Protection Project. The proposed project is a multi-agency effort to construct a major shoreline protection system to protect the community of King Salmon. Construction of this project involves the placement of a groin and beach restoration at King Salmon and dredging in the middle of Humboldt for beach replenishment sand. Findings indicate that the project is necessary and allowable as a shoreline protective device to protect existing structure and development. The project is found to be the least environmentally damaging alternative given the size of the area it must protect. Findings indicate the project will have minimal and temporary habitat impacts in the deep water area, however, this will be more than off-set by permanent habitat creation in the intertidal and subtidal habitat created. Conditions ensure that any subsequent development for shoreline protection be evaluated separately and that the beach area created be maintained for public access and public recreation purposes.
