Abstract
This Initial Study and Negative Declaration (ISND) was prepared by the City of Arcata for the restoration of an approximately ten-acre complex of wetlands associated with Jacoby Creek adjacent to Humboldt Bay in Humboldt County, California. The project area is located in the lower reaches of the Jacoby Creek watershed, a sub-watershed and tributary of Humboldt Bay. More specifically, the project area is located within the Arcata Baylands, approximately 588-acres of land owned by the City for the purposes of open space, habitat restoration, and enhancement. The Jacoby Creek watershed supports important habitat for resident and migrating songbirds,waterfowl, and shorebirds; and critical spawning, rearing, and migration habitat for anadromous fish, including federally threatened coho salmon and steelhead trout. The Project objectives are to restore floodplain and stream connectivity for anadromous and freshwater aquatic species, enhance wetlands, and enhance habitat for migratory birds, reptiles, and amphibians.
