Abstract
Construction of the Bayside Mall, a 44-acre regional shopping center in the City of Eureka, will require the fill of 4.32 acres of disturbed fresh and brackish water wetlands. As mitigation for the fill, this plan proposes the following:

The restoration of 5.17 acres of upland to wetland.

The enhancement of 9.77 acres of existing, lower value wetland to a higher functioning value.

The creation of a buffer designed to reduce or eliminate harmful intrusion into the restored wetland.
To accomplish these tasks and in accordance with the Eureka Local Coastal Program, the restoration plan recommends establishing an estuarine wetland of about 7.01 acres on the northwesterly portion of the site, a fresh and brackish marsh of about 7.24 acres on the easterly side, and the restoration of a willow swamp on 0.69 acre along the railroad tracks in the western portion of the site.
