Abstract

The study contains three parts. First is a brief analysis of the community mental health doctrine embodied in new California legislation, including a reconstruction of the conditions and forces which appear to have shaped this policy. The second part is an inductive empirical analysis of one phase of policy implementation. Here the research focuses on the disposition of ex-state mental patients in Humboldt County, California after closure of the North Coast region’s major state hospital. It deals with the structural problem of how mental patients are absorbed and handled in the community, and examines the translation of policy into action. Finally, some theoretical implications of the findings will be explored using concepts of inter- organizational analysis.
