Abstract
The Eureka Unit Restoration and Interim Management Plan, managed by the Nature Conservancy, was implemented to mitigate the loss of dune habitats on the rezoned areas, including both dune and wetland restoration/creation. The Eureka Unit and surrounding area contain a mosaic of vegetation types ranging from relatively undisturbed dune vegetation to highly degraded dunes colonized by exotic species, including the largest population on the North Spit of the federally listed Mensies’ wallflower and abundant populations of the endangered beach layia. This plan was scheduled for implementation over a period of five years, the minimum amount of time necessary to carry out the work in two patch-worked phases to avoid large-scale destabilization of dunes. This plan is intended to serve as the “Phase 2 enhancement plan” envisioned by the State Coastal Conservancy to provide specific methods and costs for restoration of the unit. Since the plan may not be immediately implemented, an interim management plan was prepared as a second component.
