Abstract
The decision to undertake research on the topic under consideration came from a number of reasons. To begin with, the author is of Native American (Seneca-Cherokee) descent; secondly, he is the Ethnic Affairs Administrator at Humboldt State University responsible for initiating and developing Indian and other ethnic minority programs; and thirdly, he is the Region I Chairman of the California Indian Education Association. This unique cultural-educational background has placed him in a position to recognize that educational leaders in American Indian communities are handicapped by lack of information about higher education practices while colleges and universities know very little about the Indian people or the educational problems encountered by Native American students. In some respects, this thesis is a partial attempt to provide the knowledge needed to eliminate this handicap. It is also an attempt to document a statement of the problems which Indians encounter in higher education with hopes that administrators, professors, Indians, and politicians will make a concerted effort to rectify the situation.
