Abstract
This report documents the evaluation of the Project Challenge Pilot Program (PCPP) in Humboldt County, Ca. PCPP provided rehabilitative services on an out-patient basis to inmates after release from jail. It's multi-agency approach facilitated by County Sheriff's Department made it both a unique and bold attempt to provide case management and services. PCPP operated Spring of 1991 to the Fall of 1993. The evaluation of PCPP was conducted from 9/1991 to 8/1992, findings were presented in 1/1993. The statisticss are accurate as of 1993 and should be used as a historical reference to that year. Utilized a variety of methods to evaluate from top-down and bottom-up perspectives. Methods included source document review, stakeholder interviews, particapant-observer, and several instruments. The findings and recommendations submitted to the County Board of Supervisors and the Humboldt County Grand Jury in the Spring of 1993. This evaluation can be useful to others evaluating multi-agency or interorganizational cooperation, rehabilitation attitudes, net-widening, program implementation, Humboldt County's efforts in criminal justice, and drug and alcohol rehabilitation.
