Abstract

Due to tougher sentencing legislation aimed at fighting (among other things) the drug war, more people than ever before are serving time in prisons and jails—many times in maximum security situations—using up the resources of the community and of state taxpayers when they could possibly be helped in other ways. One solution can be found in the alternative, jail-based substance abuse treatment program This study uses applied sociological theory, combined with community corrections and interorganizational network concepts to produce an evaluation framework for such programs. This standardized framework is necessary to the continued success of alternative community-managed programs utilizing interorganizational networks because it acts as a tool to improve or continue the success of such programs, which enable community awareness and participation in key aspects of the rehabilitation process. An effective network includes both public and private entities which have financial support from more than one source. In order for the community interorganizational network to be effective, agency leaders must agree on the task at hand, and on each other's roles in completing the task. In order to test the evaluation model, a local interorganizational network was analyzed using the developed criteria. This analysis made possible several recommendations to the network for improvement of their service to their clients and in turn to their community.
