Abstract
Research that has been done previously on Pepper Spray use has focused primarily on its effectiveness when used by police to apprehend violent criminals. On October 16, 1997, police used Pepper Spray on four environmentalists who were demonstrating in Representative Frank Riggs’ office in Eureka, California. The response from the community was overwhelming, demonstrating the wide range of views of the October 16 event. The primary objective of this study was to examine the community’s perspective on the use of pepper spray by police. This incident has resulted in litigation. To avoid contaminating the potential jury pool, the method of analysis was limited to a content analysis of the printed letters in the local newspapers and other print media. This analysis attempted to sort out the dimensions of the community cleavage on the use of pepper spray on demonstrators.
