Abstract
There is a housing crisis in rural Northern California due to a lack affordable housing to meet the needs of the people and many vulnerable people are becoming homeless. Many of these people and their families are living outside in tents along the coastal wetlands with few remaining possessions in a trash bag. All of the recent federal plans on homelessness – FEMA emergency shelter plan, HUD Continuum of Care, and the 10-year plans of the Bush Administration's Interagency Council on Homelessness, are based on the assumption that in the early 1980's, homelessness re-emerged in America because something was wrong with the people who were becoming homeless. We need to focus our efforts on how to help fix the government's broken systems around the lack of affordable housing rather than fix the people who are homeless. The objective of this project is to examine the current local homeless situation in this community, review local programs and services, interview people who have planned and implemented affordable alternative housing programs and analyze that data. I will provide informed recommendations on how to create affordable alternative housing opportunities in this community to meet the needs of the people who are unhoused.
